A message dated April 22, 1999, was read stating the Senate has                
passed CSHB 51(FIN) with the following amendment and it is                     
transmitted for consideration:                                                 
                                                                               
SENATE CS FOR CS FOR HOUSE BILL NO. 51(FIN) am S                              
"An Act making appropriations for the operating and capital                   
expenses of the state's integrated comprehensive mental health                 
program; and providing for an effective date."
